People are not posting reviews like before, because we are not providing reports anymore. But, still the results are very good. Actually the penguin has nothing to do with blog networks, it's all about keyword diversity. So we recommend you to use as many keywords as possible for best results.

If you use more keywords, results will be as before, and you should not see warnings or those kind of google webmaster messages

Yes you can use it for new sites, but i recommend you go for the PR1+ packs if the site it's new. Also remember to use many keywords for keyword diversity
