This will work. But let me explain why it won't work for more than 90% of the people who try (made up figure but whatever). You assume you can buy a voucher, put in a false billing address and start up an ad. But if the location of the voucher doesn't match your country (by your IP) then you'll get banned because they can't verify your billing address (they know you're using fake information).
Next, if you've ever had a suspended account, and try to make a new account with the same computer (okay, you can use the same computer), use a virtual machine, on the VM use a VPN before you connect to anything. You're going to want to use a fresh gmail account, you can view IP activity in your gmail account, you don't want to have any other IP's besides the one your using through your VPN. From now on associate that IP with that adwords/gmail account.
Next is the voucher problem, buying them off fiverr is a great way to get your account banned. (Some will fly, other's won't). But it's up to you, you can make your own vouchers for $1 using hostgator so you'll know they're for the U.S. Make sure your address matches your VPN's IP. Use a locator to see where it puts you, then use an actual address in that area.
Most of the accounts I make this way work fine, yeah, it's work. But I mean, you've either gotta spend money or time. In this case it's time. If you don't want to end up wasting time it helps to be very cautious and paranoid.
i think the billing address and coupon code match is not a factor (or not a strong factor), i know this for sure as i have now successfully set up many accounts and run campaigns using coupons from other countries in non-US countries (using fiver coupons)
i can tell the coupons are not from same country as when they are credited they use an exchange rate system to work out how much credit to give.
while i have had success, i've also had some accounts banned, ironically after i have finished with them!
an interesting thing i did notice is that if u change ur landing page after the campaign is approved/started, it is more likely to get banned, especially if u change the links on page (even if they are to internal cloaked links)
I read through the entire thread and have one question that didn't seem to be answered.
After finishing a campaign with one voucher, I know you should delete your campaign so that your URL is no longer "active". What happens when your account gets suspended for billing issues? Can you still login to your account to delete your campaign / URL? If not, it seems you'll most likely get issues trying to reuse the same URL for a future account, is that right?
as mentioned in another post above, u can still log in and delete the campaigns, however i think there is a problem with this too, as deleted campaigns are not actually deleted, they can be 'undeleted' at any time, this is why i have read about some people having accounts banned that have not been used for 8 years, because the landing pages changed in that time (duh!) and G decided to review all campaigns again, all means, active, paused and deleted (which can be made active again)
the point of this is that in one case, i ran multiple accounts to urls on a site successfully, after getting ~500 clicks through to the landing page and around 20% CTR to sales page, i found the vendor was scamming affiliates by using an email capture on the sales page (watch out for this - they steal ur commission!), so i changed to another vendor of similar product while the campaign was still running and still using internal cloaked links, not long after the account got suspended
that account was almost out of credit anyway so i deleted campaign and moved on to next account, however this time, the same url that worked numerous times before was immediately disapproved and the account suspended. this to me confirms that just deleting campaigns does not remove it from their system. if a site is flagged in one account, it will be flagged in any other account. i am going to try another method to remove the campaign and any traces of it from their system, will report back with news..
