This is a good cheap proxy service. If you can give me like 1k -2k list per day I am willing to pay for that.
 
So if I buy for example the "400 Worldwide HTTP package" how many proxies can I get per day provided I dl the list every time there's a new proxy?

And what percentage of them is elite / anon / transparent?

Yes, it does by:
- logging into Proxylist.co member dashboard to download the updated list few times a day.
- Using the free Proxy Tool Windows App to download the list to your SEO tools (Scrapebox, BMD, etc.) automatically every 3 hours.

is this proxy service only good for scrapbox only? will it be risky to use it on twitter ,facebook youtube accounts? since the proxy is shared and changed everyday, will i get banned from social sites for different proxy each day? sorry i am a newbie on proxy stuff.

Many customers have been experimenting with different results for their specific needs. Some of them are using custom-developed bots to manage twitter accounts, FB accounts, etc. Some of them are using straight web browser with proxy tool addon to manage the proxies as well as accessing to assigned accounts.

You have to experiment to figure out the best results.
