Right, focusing on a 'county', city or town involves some intelligence. If you're targeting these type of places within the US then leaves the default geo-targeting region to 'Any Region'. You'll want to include the county, city and/or town within the keywords that you use. If you're targeting 'anyone' within that specific region then you could use a bunch of 'generic' or popular keywords. This is because it really doesn't matter. The trick is to use somewhat popular keywords (not the most common). A simple Google search will return lists of popular words. Add your county/city/town beside these words and include them as your keywords.
If you're targeting a specific niche within a specific county/city/town then include keywords relating to your niche in addition to the specific county/city/town you're searching for. For example: let's say we want target doctors in Chicago (this is the first thing that popped in my head). This is how I would set up my keyword list.
doctor Chicago
"I'm a doctor" Chicago
Doctors Office Chicago
Doctors Chicago, Illinois
At this point you could get really specific and break down the various specific 'doctor types'.

Use the above list with "I'm a" followed by "Chicago will more then likely give you a doctors email address from Chicago. The logic here is that if someone if posting "I'm a Psychiatrist" and were able to scrape emails from the same page then you're probably getting that specific persons email in question.
Focusing on countries, cities or otherwise can be a little tricky at first with SEE, however, with practice/experience and using some intelligence - you can bring back a highly targeted and high quality list of emails.
