in my country "used vegetable oil" (from baking french fries and stuff) is collected for cleaning it and using it as 'biodiesel'
Topgear (UK) also did a part about this where they let a car run on 1l of diesel and then 1l of recycled vegetable oil, to see the difference.

About the 'water', i haven't watched the video's but is suppose it is based on HHO. Search youtube for HHO and you will see a lot of DIY to build these kind of systems. And somebody already said it here. This technology gets boycotted by the oil-industry and the government.

Overhere a liter of diesel currently costs 1.2 euro and a liter of gas (benzine) about 1.5 euro. 70% of this are taxes for the government.
Suppose every car tomorrow would be able to run on tab water you get from your home, our out of a well in your backyard or maybe you still need to distill it a bit in a homebrew kit, they would loose these taxes!

If you tried to start selling this in large numbers, there would be a threat made against your life or someone would pay you off. If you persisted, you would have a "accident". Do some research, this has happened to inventors before. The energy companys have too much power and too much money to let someone change the world. In the United States, the energy companys have like 30 lobbyists for every Senator and State Representitive in the Goverment and who do you thinks pays for their campaign to get elected??

Oil and Energy companys are the most profitable business in existance, with drug companys coming in a distant second.
