And for the main keyword it has 182.000.000 competiting sites (that is entering the keyword directly into google without ""), intitle:<keyword> is 1.160.000 competing sites. and if I combine intitle and inurl I get 435.000 competing sites. The pages on first page on google are owned by big companies, and I suppose each of those have millions of $$$ in marketing budget.

Would the silver or gold package be able to get such a site up on the first page of google?

Some sort of action will get you some sort of results. No action gets no results In other words nobody will know answer to your question but you have to make some sort of action to improve your serp this might be a good place to start.
