Link building has impact in general ranking on Google, so if it work for google.com it will work for google.com.au also.

1) For the main central wheel I thought linking to the next was a way for Google to find your network and then take action on it. And has been advised, more recently, as not the way to build these linkwheels or mininets, especially closing them off?

2) Do you use 4 articles - 1 for the main wheel and then 1 per subwheel?

3) Are you using the exact same keyword anchor across the entire network or a separate keyword for each of the 4 wheels (4 keywords in total)?

4) Is all this for just one URL on your money site?

5) Are all the web 2.0 properties single page sites?

6) Is the 30K blog comment blast been directed to the entire mininet (web 2.0, socialbookmarks & RSS Aggregators), web 2.0 sites only, the target URL only or everything?

7) Would you/do you build these around just one keyword phrase?

Closing wheel is optional, you can choose don't to close and that is my advice.
You can even write in comment form on project submission page that you don't want linking to next properties.
It's all up to you.

Whatever you want. Just write what you want in comment form when you submit project at our support deks.

Most are blogging sites and you will get login info, so you can add more pages if you want.

I did it only to web 2.0 sites, not t social sites and rss.
But that was special offer that is not available anymore.
