Where does your misinformation come from? Did you buy links everyone buying as they are marked with tons of outbound links and might be marked by Google? Maybe you tried those guest-posting or news sites that is also bloated with unrelated outbound links? Or no traffic websites with high da/dr? That won't work.

Thats not academic style proof. Thats a case studie. Dont you think its strange you cant find real proof out there?. It a multi bilion industrie. There must be someone who tested it in a real professional way.

Could you provide an estimate of the potential cost involved in setting this up and whether it's still an effective method for improving rankings?

Yes, they are stupid. They created the first search engine that used backlinks as the primary ranking factor, then patented it so the world knew how it worked

Still works if done right, but way riskier now. Google’s getting better at spotting patterns. Decent PBN setup with good expired domains, hosting diversity, and content can easily run $50–$100+ per site. It’s a long game don’t cut corners or it might hurt more than help.

so you means just create backlink is not enough if no traffic from created site? i mean if i create "a" site backlink in "b" site footer then its not enough untill i get traffic from "b" to "a" ?
 
pbn is still working if you have setup it right. There are some people who use these pbn to publish news like content to stay highly active and google rewards those sites.

regarding costing

prefer expired domain with some decent DA. Cost involves domain, hosting and content.

approx. $15/month per domain if you can automate the content.

Can't you get a hosting service that provides different ips for each site at a much lower price? I remember I did that back around 2010 and they had services like that. I started out setting up multiple different shared hosting but later did it all with one service.
