Is traffic arbitrage still an effective strategy in today’s market? Are there still people actively using it to generate profits?
 
No, I don't think it works. You will send traffic to adsense from where ever and it will ban you or it will be unprofitable. An adsense ban is hard to overcome, adsense will have all your details.

the trick is where to find the cheap traffic that can be converted into high cpm

so in my opinion threshold ad accounts can do the trick , mainly cheap pinterest $100 ad account or google ads , FB threshold accounts ...
