My issue with a laravel script of which i already have is that, i dont know how to integrate the autoembed feature that i already use on wordpress. I have many of the laravel script that are amazing but why i don't use them is just because i manually have to add the autoembed. I wish there was one that already has it or someone who can just implement it

I know nothing about this and everything written here is just speculation.

Most streaming sites are probably just using other streaming site's movies. Meaning they just proxy everything from other providers.
And to minimize risk in the case of legal action taken against you, you should ensure you're not downloading nor serving movies directly.

If you want to make your own platform, just programmatically scrape existing streaming sites to build up a library. Then just make a search bar, and serve the embed. Done.

So, what about DMCA? I saw some websites put DMCA in the footer. Does that matter?

Firstly, it's nulled so what i did was get a nulled dooplay theme and then i applied the autoembed in the theme and i added 4 sources with api to pull the source video from so anytime i import a video from database it will autoembed the 4 sources to the video. For dmca i have not publicly hosted it yet , i will sometime this week i am still searching for an offshore hosting to do that
