There could be three possible reasons:

1. Keywords: There's a chance you might be targeting the wrong keywords. You need to find balance in the search volume and competitiveness. If the keywords do not have good search volume then ranking for them won't generate traffic, and if the keywords are too competitive then it will be very hard for your website to rank for those keywords.

2. Content: If your website content is too generic and doesn't provide any value then your people won't consider it worth visiting your website.

3. Technical Errors: There could be technical errors in website's code, sitemap or mobile friendliness. This could prevent your website from ranking on SERPs.

I would say that if you are paying for PRs and Guest posts and don't have a proper SEO plan that is the problem. IMO if you are not doing the SEO personally, you should instead hire an expert (look deeply into there history) and get them to manage your entire SEO plan so it is all dont correctly instead of just paying for backlinks and hoping they work

It also depends on the keyword competition. If you are targetting very high competition keyword, you will not be able to rank.

Give up before you waste any more money.
Google has changed and you won't get much traffic from organic search results. Forget about it. Try other platforms but DO NOT waste any money on SEO.
Do not listen to people who say you just need quality content... oh dear oh dear they are still dreaming.

I also hired a PPC expert and put $2k per month on that. We get about 80 impressions a day if that and about 2 or 3 clicks. The clicks are very expensive but our budget isnt even being used so feels like something isnt right

Who invest 100K in SEO??? Are you crazy? SEO is dead! All those people promising you results ... they are all SCAMMERS.
