I think smm panels are the best way to get them, they offer them for dirt cheap.
 
Buy watch time instead, 20 cell phone won't add up much.

I think you should not connect 20 phones to the same Wifi. Youtube can still detect this
 
I know channels that are monetized via RDP method, it requires business email ids with brand youtube cannel & VPN.
 
Panels and most of the advice in this thread is a waste of time and money. 4000 public watch hours doesn't equate to that much revenue (once monetised) so it isn't worth investing anything to get there. If your content isn't good enough to get 4000 watch hours and 1k subs then buying your way there isn't going to change anything i.e. you wont be getting any views or watchtime if the content isn't engaging or you're using ai voice or some bs. You need to be getting 100s of 1000s to millions of views every month to make a decent living from youtube and it takes a lot of time, effort and dedication to get there. You need to be pushing out very well edited videos (8mins +) at least once every 2 weeks and anything under 8 mins should be a short or it's a waste of time. It aint 2016 anymore when you could pump out a load of random shitty list videos and bank big time - those days were fun!!

And to give you an example. If say you were monetised and earning a $5 CPM, your avg video length is 10 mins and viewer retention is 6 mins. That equals ~40,000 views for 4k watch time which is $200 against a $5 cpm. $5 is quite low (depending on the niche and video length) but for 10 min videos $5 would be about average. It's simply put a very dumb decision to waste money on reaching 4k watch hours.

tbh, actually it is.

But there are still methods to get you monetized within 2 weeks.
