It comes with Business Manager, so there's no need to create a separate profile or access your personal profile to run advertisements. It's already ID-verified and approved for ads

I don't think it's possible because when you log in from outside the USA, Instagram tracks your geolocation and displays people and interests from your location. So, it's not feasible to target a US audience in this way. I recommend using a USA proxy and geolocation to reach US users.
 
Do you have US edu emails?
