Most of the high-end PR sites such as Forbes, Entrepreneur, NY Post, etc. also do not allow do-follow links in their articles. I'd say the vast majority of them have strict editorial guidelines on having zero do-follow links. Still a valuable link nonethless from a highly authoritative site but may not be worth the price if the only thing you care about getting from it is the link juice.Press Releases, are created so that News Sites pick up on a story.
It's an announcement for all to see, of something interesting, so people from that niche/genre can pick up on it.
If done well, REAL WRITERS pick up on that story and then write their own version.
If it's just a regular Press Release / spam and just sent out for back-link, you may get syndicated into a ton of sites and something might pick up but it's generally worth nothing. Most Press Release sites and their syndicated tributaries mark all automated posts as no-follow links
Do not confuse a Press Release with a News Article/Post however. They are not the same.
A News article is done for an individual site and each one counts as a single backlink to build your SEO/SERPs. And these link are do-follow most of the time.
