You can't be monetized only with shorts source as traffic, you just need to hope that those users click on others videos of yours, but this is ridicolous as the conversion is so poor ( if this is your strategy you will be monetized next year, and after that you will hear cents/day.
It's like buying a monetized channel and then start posting shorts, pointless.
I gained ten of thousands of watch hours from shorts, and what's the point? They are useless.
I also gained thousands of subscribers, but they are also useless as they don't convert on other longer videos.
