Well this method is 10 years late to the party so maybe things have changed since then but as far as I remember lots of countries on OGads and similar had CPA offers that required either a CC or a phone number with a $$ monthly subscription in disguise and that's what actually paid good money. Not CPI/email submits. Sure you can do it with that but it would be even harder to pull out nice $$$ numbers per day... and as you're so prone to defend scamming you're probably will go deeper on that scamming road and promote this kind of offer as well as it pays more.
That doesn't make any one better except you, because that's basically you're only excuse for scamming those people. You think they are not people like you and me, that they're

deserve to get scammed. Do you realise how arrogant this is ? These people just don't know internet works. You have the chance to know a bit more than average and you will just take advantage of them. That's just unethical. And you already know that, but you'll hide yourself behind made-up excuses like this & money.

Well as you say, maybe OP is doing you a favor - scamming you for X days of your time, so that you learn that there is not get rich quick scheme and that should build something real instead of trying to scam people for a few bucks.
Oh come on, you just transformed the argument to make it look bad. I never said things like that were okay. It is not. But it's not bad because they ranked on Google using black hat methods, it's bad because the actual goal/end is bad anyway so whatever they do will be bad. That is what I mean by "
