How do people sell backlinks?

I'm not planning to sell backlinks, but I'm just wondering how it's possible to sell links? Like I see so many peoples in Fiverr selling backlinks and high DA backlinks. And they are selling like 150 of them in the cheapest package, like how in the actual f**k?

Once you entered into paid backlink market, you will find all types of links are available on sale - shitty forum profile links, software generated links, links that can be created for free on high authority websites like blogger, links from PBN sites and then there are links from fantastic high trafficked authority websites. It is a packed marketplace where your discretion (that will come from experience) will guide you in finding diamonds from the trash. Once you have a good idea of identifying a good link, you will be able to find true bargains on Fiverr also. Having said that, I agree with other members that Fiverr is often not the right place to buy link especially if you don't know what is to buy. I hope it helps.

exactly. I saw many people selling links on fiverr with same sites different prices. Like some sites are $30 on fiverr, but cost $400 on other platforms like peopleperhour.

They are. 95% of members don't own a site that gets any significant organic traffic.
