Is there any legal repercussions like DMCA from the original image owners if they can see license's issued or sales of their photos?

For example, if they have a photo with 0 sales and then see it on a users website, wouldn't they be entitled to some legal recourse for their image being used without permission / license?

Or is Shutterstock so big that they won't notice?
