It all depends :

What kind of Script you will be using.. Does the script requires a lot of resources ?
Do you want to host the videos ? Or embed them ?
You want to be on a shared hosting or have dedicated resources and IP for your website ?

Also when will smaller size VOS be available again ? 65 bucks is minimum size which is not needed by me. Need smaller size plans

Also if you are referring to byte-range requests they are configured on Apache level if mod_headers is loaded - so you can still do your own configuration.

Sorry i don`t quite understand.

Hosting packages come separately from RDP or a VPS. Also RDP and VPS are two separate services.

As long as nothing is hosted on the server itself and it does not include illegal materials like Botnets , Phishing scripts etc it should not have any issues.
