Ok look, I am writing a article and after I did an underline with ctrl+shift+u things got ugly. Every letter that I typed took me right back to the top of the article. Each time I type a letter the document scrolls right up to the top of the article. When I scroll back down to try again the previous letters that I type are still there.

I tried both on Gutenberg and Classic Editor which I use all the time, ctrl + shift + u does not either make the text underlined nor it enables the underline mode, maybe just like https://www.blackhatworld.com/members/warinarhugo.1332108/ said, this might be the case of WordPress version. Maybe try to log in from another machine and reproduce the problem.

Use the wordpress desktop app instead, it will solve the problem

retry with another browser
retry on another computer

Try logging in from a different browser or clear cache on your current browser and login again on another tab

Replace your mouse. That's most probably the cause. Your scroll wheel must have gotten fked.
