Call me stupid, but why would anyone get black listed on adwords??
If google finds anything phishy with your account it will be blacklisted.

Running fake ads, violating policies, pretending to be a brand when you are actually not etc. There are lots of things for which ads/account can be banned.

I would say google takes into consideration the billing address, Public IP, the website and many other factors.

How have you tested this? If you were using Google products (such as Chrome, Android etc.) then it can.
But if you are using Firefox without any addons that require access to your computer, then nope, they can't.
I've tested this many times using the exact same computer but simply creating new profiles in Firefox with their new anti-Fingerprinting settings. Google wasn't able to detect me.
I'm guessing there may have been some flaws or holes in your tests that lead you to believe that Google could detect your MAC no matter what you do.
Are you stupid? Websites cannot access your MAC address, only software can. You know nothing and should stop talking about this subject.
"A web site sees your IP address (or the IP address of a proxy if you're using a proxy server). It can not see yourdevice's MAC address. In fact, your MAC address is part of the low-level network stack and is not propagated from one subnet to another."
Technically both sides are right. MAC certainly cannot be read by servers outside your subnet, however Chrome is installed on 60% or something PCs, and Google surely utilizes MAC or MAC derived data to fingerprint your machine via Chrome or Chromium.
Now before someone says that somebody somewhere made security audit of Chromium and didn't find such code, let me just say that tons of security researches didn't also see code for audio fingerprinting
(random reference: https://www.hackread.com/google-chromium-browser-listens-conversations/) and that there is something called shell code that enables you to run code from net without storing it first in running binary.

The mac address never leaves your local network.
Chrome does not store MAC addresses as per Chrome version 33 (long time ago)
If you are using the AdWords client however, they can surely see footprints - but the regular AdWords editor does not utilize MAC-addresses, simply because it's not possible - and if possible (via extensions, applets etc) it's not sustainable as to give a good enough coverage.
