for speed go with CDN and cache. That is how you get speed. I have heard siteground is good but could be little costly.

I want my websites to load up within a second or less

you will have to optimize your website for speed using a good caching plugins like W3 Cache. coding might be needed.
After you are down to 2 seconds and you want to make it even faster.
then at that point you can look at vps or a better host
but with go daddy or host gator shared crappy cheap plans
you still can optimize for 2 sec load lol

Depends on what type of a site you have. For WordPress hosts such as WP Engine, Kinsta and Seravo offer excellent speeds and you don't have to use those rather poor plugins for caching when it's done correctly on the server side of things.

And of course, bad code, large image files, tons of JS etc. results in slow loading times, so speed optimization is needed. For a site to load in under a second it needs to be served from a HTTP cache, because on the first load you have to have a pretty damn small and static site for it to load in under a second.

If you want a cheap host, then go for digitalocean VPS + litespeed. It can load wordpress in 2 sec even on their $5/m plan.
