That's your bank, OP. Payoneer charges a fix fee of $3.15 per ATM withdrawal and that's it, the rest is the bank/ATM. If you withdraw in a different currency than your card, the fee is around 3% above the flat $3.15, that's normal. If it's higher than that, you should use an ATM of a different bank unless you're unfortunate and all of the banks have the same fees in your country.
Why would you compare an online PayPal withdrawal to a withdrawal at an ATM? Those are two very different things. As it was suggested above, your Payoneer funds can be withdrawn to your bank account, just like with PayPal. The fee is 2%, if there's a currency conversion, it costs 2% above midmarket rates.
Payoneer is not bad at all, but it can be expensive in some cases. For wire transfers, you can't beat the pricing of the mentioned Transferwise.
