Is it illegal to make a site linking to illegal shops ?

can you guys tell me if its illegal to make a site just linking to illegal shops ?
can i get in trouble with this ?

some of them might be scam
some of them might be selling fraud stuff

i just build a directory of those shops, is that already illegal ?

yes it is. you won't face problem until you sell fraud stuff or scam yourself. but why you want to do this ? there are many good way to earn money online. explore this forum , i 'm sure you will find many legal way to earn money. best of luck.

It depends where you are (your local laws) and to what extent you're "linking" to them...simply owning a directory of "resources", some of which may not be the most ethical, is not going to get you in trouble - I'd feel confident saying that's probably true no matter where you are... (some ad networks might not like it, but that's another topic)...... On the other hand if by linking to them, you mean providing an in-depth "review" and blatantly promoting these sites, then it really depends **what** sorts of "illegal sites" you are referring to....

lets say i have a forum and someguy or myself ( if there is any difference ) link to a selly.gg guy who sell giftcards 60% cheaper ... i dont know that shop owner and if his stuff is legit but i still post him

You are able to argue that you are not hosting the illegal content yourself and you're just linking to it which is NOT illegal no matter where you live. Just to be safe I would get an offshore vps (preferably China) do you can't get dmca threats
