The last time I asked them about this, they told me that they only publish the log when there is a major update release. But with the tone that they answered me, I think they don't want Instagram to know what they are doing on their end, they want to keep it a secret, since Instagram come here to read our posts.

Ever considered an update which does nothing at all just to create a feeling that support is working hard and updating shit everyday? So you're going to recommend the software for everyone you know?
