Need a programmer to make a program (encrypt traffic & edit headers)

I need a program that encrypts traffic and also edit headers, quite simple task.

Doesnt matter what language is it done in. It also requires a simple HWID protection. Everything explained through Skype in details and I could perform the method manually via TV if you don't understand.

developer is under a shit list post, advise no1 to send this guy
money for now till this issue is sorted out ...as things stand he
took money from a user and provided no product.
