There are lot of scammers, hard to find legit sellers. If I were you, I wouldn't buy from this person.

Take a look at BST section if you want to buy PP, I saw few threads there.
 
When your seller approaches you by PM on a private forum and blatantly telegraphs they're trying to avoid compliance with on-site policies - it could be a red flag in my opinion. Setting aside the obviousness of this particular case - no real business is going to approach someone in this manner in my opinion.
