Critique my drafted SEO plan for a new authority site

I threw together a bunch of fiverr and BST manual gigs for a similar structure to aim at my new authority site in a medium comp food and drink niche. I'd just like to know what BHW thinks of my current plan and whether or not I may have forgotten something

Phase 1 (3 to 6 weeks)

Tier 1 (All manual work)
30 high PR Social Bookmarks
30-day drip-fed social signals
10 manual web 2.0 properties
7 video submissions
10 high PR edu submissions
10 high PR wiki submissions
30 high PR blog comments
20 article submissions

Tier 2
Buy SEnuke full monty blast monthly for the tier 1 links followed by 24/7 GSA on a VPS (

Cost: $30/month
Tier 3
Fire a 75k comment scrapebox blast and 25k xrumer forum profile blast to the tier 2 links

Phase 2 - Whenever I finish tiered linkbuilding

Drip in PBN links to money site, maybe use SAPE if I need short-term income

Currently I'm looking at maybe $100 up-front to execute this plan, and I'd just like some opinions from BHW members on whether or not I might've overlooked something or if I'm about to make a huge mistake throwing this plan together.
 
Your plan is good, but I would drop the SAPE PBN links directed toward the money site...

Your going to spend all that time and send SAPE links to the money site?...your site is going to get zapped sooner or later...

but if your going "churn and burn" then go with SAPE links...

I'm also considering hitting up PR2+ webmasters in my niche manually and renting/buying links from them. Just something to give my site a bit of a kick after the main tiered linkbuilding is complete
 
I mean the quality is there, but is the QUANTITY and diversity sufficient for a medium comp keyword? That is the question

this is fine too...

i am just so NOT into "churn and burn"...i spend too much time on my site building brands that "churn and burn" is just not an option...

if that is what you are into, then go for it...
 
So...anyone got any suggestions at all on top of this?
