700 sites isn't a valuable metric. What are the actual sites content?
    700 1 page html sites = 1 magento site.

As for what to go with: if it's 700 wordpress sites then you're probably going to want atleast 2 gigs of ram. That's with low/no traffic to most. My suggestion would be to go with a provider that allows you to scale up the RAM amount without fuss. Start at 2 gigs, install monitoring and then go from there. It'd be impossible for anyone to tell you what you need without actually benching the current sites together.

Edit: Also, if you need proactive/reactive server management, that'll probably cost another $40-$90/month.

Currently I have around 192 Sites. 700 is my 2013 Target. and even Those 192 sites are divided on 4 Servers. 3 Resellers. 1 VPS. but VPS is from Local Friend. and Resellers from 3 Diferent Companies. Hostinds Issue is Big..and Hostgator will not be able to host me Vbulletin with Lots of traffic. So I am looking for a Reliable Good VPS Server which can help me and my sites to be on 1 single place. Which VPS you recommends..? Like Hostv , hostwinds dohost.us and few others....Will love to see best price in affordable and reliable. As Hostwinds allows you to use unlimited sources in start..But now a days many times a week DOnw time.
    So what you suggest?

You'll find alot of high quality providers there, along with the best prices for the quality. Use the search to find reviews. For example if you search for Hostwinds you'll notice quite a few complaints.

    Anyways, my suggestions would be:
    Wiredtree - hybrid - 3 gigs of ram - $100/month - managed - cPanel/WHM included
    YardVPS - VPS - 4 gigs of ram - $50/month ($25/month with coupon YARDVPS50) - Unmanaged - No cPanel/WHM included (+$200/year from cpanel directly)

Avoid burst.net at all cost, they are the WORST hosting company I have ever encounter.

Cpanel will use 1Gig of ram alone (that's the recommanded amount), wordpress is really heavy on resources, i used a 512mb vps and had to reboot it every 3 days. So i suggest that you get at least 3gigs right now, but when you hit the 700 mark you will need a dedi. I recommand to get that now if you can do like 100$/month. If you can find a XEN VPS get that, otherwise you won't get the resources displayed.

VPS deals from Qhoster.com and A2hosting.com are good to have a deal with. These companies have a stainless and high reputation and their pricing policy is simple and flexible. Their support teams are skillful and fast.
