After get approved, they will add a commercial of 20 seconds before my videos starts?

Your video has to get a few thousands of views in order for youtube to invite you to monetize your video. If you want to become a real partner you need many popular videos and some audience(subscribers). The ads will appear always after 10 seconds. If they are video ads they will play before your video starts.

In addition, who choose the videos to up commercial before the video starts or ads after 10 seconds from the start of the video?

No, TV shows, music videos and so on will guarantee that you will never get it.
Youtube wants to see original content and that is made by you.
Make your own videos, when they get popular you will be invited.
