To answer your question, No, There are not any working youtube account creators out in public.

No one gives those away for free because they could just sell accounts and keep their method under the radar.

They rarely sell their account creators either for the same reason.

Just to let you know I personally find that accounts creators don't make accounts that last very long. I usually paypal to use a method and verify them by hand. It might take longer but find a methods where you can get PVA without a phone and do it by hand if you want accounts that last IMHO.
