If you mean what program to make the watermark? well i would say photosho or any image editor. You can get ps4 portable easily from some warez site.

But if you mean best for putting it into video without losing quality. Then i would suggest video spin blaster that can be found at items for sale. Its great if you need put watermark on large number of videos. You could try movie maker too if you need only few vids.

mass video blaster, i think does that if im not wrong, check on sellers section of this site.
