I of course don't want my ads running on just any old site, so I'd like to restrict the campaigns to a list I have. Does Yahoo have a placement tool or a setting like that the way that Adwords does?

Unfortunately, no. The best Yahoo offers is the ability to say which sites you don't want to appear on. On the plus side, they now have much better reporting that shows which sites you received imp/clicks/conv/etc on. But you don't get any visibility into which campaign/adgroup/kw/ad showed up.
