Keyword stuffing in URL for local SEO

I've been doing the same thing. The benefits to your keyword being first is seeing the words in bold in organic results. This will increase your CTR, obviously. This only matters, of course, if you're in the top 5 (or so) results. As far as ranking goes, I'm hesitant to even postulate, given how G loves to change the playing field. Based on my experience of having one local site which is not an EMD and several that are, I'd say KeywordLocation is best. But don't take my word for it!
 
Stuffing keyword in url increase CTR rate. Atleast for me
 
one time a domain of mine (businessnamepizzacity.TLD) got deindexed just after the site got live.
in the other hand i've registered some businesscitystate.TLD and it got well...
 
Doing that would increase your CTR rate. However, Google may not like it since it's a bit manipulative.
