I have found a WP theme I like, but it doesn't have a menu bar under the header. I'm slowly learning my way around creating websites, but is it possible to modify the theme to add a menu under the header?

Go to appearence and click menus, click create menu, select all the pages you want to add to the menu on the bottom left, then save the menu. On the top right should be drop boxes with positions to put the menu.

Sorry - I should have been more clear. When I tried to do that, it tells me that the 'theme does not natively support menus' and tells me that I can use 'custom menus' and add it to the side bar; but I want this one under the header. Is that possible?

Sure, edit the css files.
