Make the titles and the description as interesting as possible. Make the people feel like they will miss something if they don't download it.

Just piggy back what's hot. On a lot of torrent sites they will show you what's the hottest downloads for the day. Pick one of those titles and make it even catchier. Maybe even take the latest version of the program and make it to an even later version.

I just try to find new releases/hot torrents and then continually upload/seed them, stop seeding and reupload the same torrent

You have to find something that everyone wants, pretty simple. The title is the key.
