Best place for domain namecheap.com it gives free whois guard.
Best hosting hostgator. If you use it for whitehat purpose.

For me dreamhost is the best for only $8-9/month. I bought a cheaper domain at Godaddy before but I have encountered minor problems with it. It is better to invest more because you get what you pay for.

Namecheap & hostgator. Somewhere around BHW there is a coupon code to get 1 month of hostgator unlimited for 1 penny.
