No, those that pay go directly to Twitter. They promote trends to get them to the top quick. You could consider a Fiverr gig though, but if you don't get a topic to trend you may piss of some people that paid for it.

Wow, it's hard to believe with an average of 30 RT's on each of your tweets with the trending phrase in it that you got it up there, but it looks like you consistently are able to pull it off!

As JrNation109 said try a site like Fiverr, I'm sure there are people out there that would pay for it as long as you can provide it cheaper than they can get it by going directly through Twitter.
