It will vary depending on how much views you like and the time frame. Contractors mostly like to increase the prices if it's needed urgently. So you need to make it a little bit slow but efficient. You could also find viewers by adding people on youtube as "friends" or "contacts" that is the easiest way to gain loyal viewers.

Any less than $4 and they are most likely fake.

I did a lot of search in this area and I might say I know 90% of the services out there. The rates varies from $1.5 to $3 per 1K views (anything higher than $3 per 1K is not worth investing). You might get $1 per 1K views if you order a large amount of views and discount is applied. In some cases I found services that offer under 1$ per 1K slow views (200-300 per day).
