If you want real likes you have to promote your fanpage!
Make a twitter and add some followers and then send them to your fanpage!Post at groups or other fanpages! etc. etc.

Well if you want likes from a specific area you must promote it the old fashion way. Fake likes won't do.

Try messaging people from your specific location, or join other local fanpages, groups or forums.

Search them on the facebook search box find the groups related to it. Be sure to join groups who are still exisiting and also with an admin. Some of the groups there were abandoned.
