If the website is earning very little and has PR1 - 3 then in my opinion it increases value a little, but not a lot.
If it had a PR4 or above then the value incrimentally goes up.
When i buy a website i never pay much attention to
PR unless it is PR4+.
Traffic, gross income and of course net income are my main metrics for buying an established website.
Buying fledgling websites is a little tougher as those metrics don't apply, but by doing your due diligance you can find those diamonds in the rough!
