Not a good sign for your sites to be hosted on 1&1. Tech Support won't understand what a customer is telling, but sales team has talent to sell.
I'm 90% sure this was just an error on their side though since they reimbursed you for $12, had it been fine print etc. they would've told you where to shove your complaints.
Stay far away from 1-and-1. I use Dynadot because the registrations are INSTANT. That's right, I get my domains within 1 minute of purchasing, and all nameservers are updated within 15 min.

The best thing to do is buy 1$ godaddy domains for the niche you chose.
If u have successfully rank it well, and it becomes a money maker, you transfer
the domain to namecheap or other quality domain registers.
If the domain is unsuccessful then you don't lose anything.
Never use godaddy for the long term. The 1$ coupons are the best for testing the niche.
1and1 are good though, I haven't seen some serious complains so far.
If you have an issue just email them, they will resolve it as fast as they can.

I just called 1and1 and the reason I was over-charged was because there seemed to be a "discrepancy", and they would refund me $5. Like I said, 1and1 is a great, cheap host and company. If you can find a domain cheaper with a coupon or promo, then there's always the option to transfer after the year's up. I've never seen the promo for $1 godaddy domains though, I'll have to keep my eyes open for that.

Few years back they plain lied to me and took 30 dollars for hosting in advance, which I didn't use, after I've cancelled my account with them. I never seen my money back.
1 and 1 has been very bumpy. I always sign up for the deals, but the hosting and the pricing always seems to 'accidentally' change after a couple months. Eventually I got tired of calling them to get things fixed and moved on. Definitely recommend again.
I once tried to register a .INFO domain with 1and1...
I signed-up through their site for the domain and waited 24+ hours for the confirmation email to let me know the order went through. After waiting I decided to email them to see why I didn't receive the order confirmation email. They told me to call customer support for 'security reasons'. I called the next day and the lady I spoke to said they had no record of my order. So, I emailed them again and they told me to call customer support again.
After that I gave up and decided to take my business elsewhere....
