Can I enter those directly into my ipconfig in the command prompt?

no.. that is not how proxies work.

Well I watched this video on youtube on opening up the command prompt then also opening up Network Sharing center and properties or some such thing and then changing your IP manually, which I have done and worked with another IP. What if anything does that do for me? If you know?
