I want to find a provider of private proxies to work with. The problem is my IPs get banned fairly often so I am looking for a provider that will let me exchange the ones that go sour for free. Is this something that any providers can offer?

so you want to rent proxies - then abuse them
get them banned - then want the provider to change them free ....

So, what do you exactly need, a proxy or a provider? :P

i wasnt trying to be rude even though most people say i am
but simply put, when a private proxie seller sells you proxies,
most private proxie sellers have restrictions on what you can
do with them, if your the 1 getting them banned its not upto
the seller to replace them.

i can only speak for myself though, . . . my provider, instantproxies.com, replaces my proxies when there are issues with them for FREE. it is our right as a customer to get what we pay for. However, it is still our responsibility also to take care of the proxies we have. paying for them doesn't give us the right to abuse the proxies. so i think you should also be mindful of the policies of the sites you are visiting.

getting them banned is not the responsibility of the proxie seller to change them
if the proxie doesnt work then yes. freechong is looking for a proxie seller to replace
his proxies after he abuses them and gets them banned, this wont happen
and as this was all covered and subject closed you appear to not have read the
thread carefully
