You can buy it at http://www.softlayer.com
First choose and order any dedicated server you want without ip addon (trick: do not order the ip addresses in first step). After your account gets activated, login to your account and request ip addresses from the control panel. It is all automatic through their customer panel.
And if they ever ask for justification for ip addresses after you order, you should tell them " I will use the ips for SEO purposes " and you will have the ips. This is not try&see suggestion. It is experience that worked for me long time.
Their servers are not cheap but they have a rock solid support and they can attach a full c class to your server if you do what i said above.

ofcourse it is like that.. Most hosts don't count SEO as valid reason.. Simply think up your explanation.. For 254 IPs something like "I will be creating a brand new service where my existing and future clients will be setting up their own ecommerce websites and each site will need SSL certificate" will do the work.. Be creative

There is no justification form and you dont need to be so creative in the isp i recomennded above.

Buying a whole contiguous class C is a bit of a waste of time in my experience - it's a huge footprint. If you want to go the cross-linking route then best if you can get IPs from different class Cs or even better at different hosts.
I believe the ARIN guidelines specifically mention that "SEO" is not a valid reason for wanting unique IPs, and that hosts should disallow SEO-based requests for IPs. So, even if your particular host is "soft," you should cover your ass by stating that you want the IPs for SSL certs rather than SEO if they ask you.

Well, for each ssl you need 1 ips. So if you say you need for SSL certs that means you will install 256 SSL Certs (Seems not convincing.lol). Most probably this request will get rejected or they will want more docs from you and make the situation harder. ARIN guidelines mention but every isp behaves different. After all it is about the $ isps make. So here the subject should be about which isp is more relaxed about giving out IPS.And i already told one.
After all we are blackhatters,just tell you will do SEO,get the ips,burn them,use them,waste them and move to elsewhere

The point is that you have to give your ISP plausible deniability for assigning all those IPs. Building 256 sites with SSL might seem odd but it's not outside the realm of possibility. Assigning 256 IPs for SEO is most definitely against ARIN guidelines. Having worked with dozens of hosts over the years, I can definitely say that although they might let dodgy things slide by with a wink and a nudge, your official communication with the host has to always be above board.

yeah i agree with you.as i mentioned in my previous post, i have told an isp which let this dodgy thing slide by with a wink and nudge and i think this is the trick.Otherwise everybody knows SSL is a valid justification but odd as u said so it is not better than my trick here as i am showing the easy way here. Otherwise op can google about this and find SSL justification method in first result.

Autumn made a suggestion I've thought myself...Why buy an entire continuous block from one source when that's fishy in itself and will leave behind such an obvious trace?
Hell, buddy of mine buys dedicated IPs from multiple extraneous hosting packages, one from each, repackages them and sells 5 dedi for $5. I think it's the most hilarious form of outsourcing
