Anyone can develop or sale proxy gateway system which will work as socks5?

Suppose my server IP is x.x.x.x and this ip is subscribed to many places.

Now, I want make own list of 500 or 100 port list like, x.x.x.x:800 to x.x.x.x:100
and each ip : port will produce new IP after each 10 min.
