I was going to use HMA but they didnt offer dedicated IPs.

Shouldnt I get a dedicated IP for adwords? I mean what point does it serve to go through the trouble of signing up for another adwords account is someone ELSE has already been banned from that IP?

Why not get a cheap VPS/remote desktop? There are many footprints that VPN does not clean, so if you are already banned you could be banned again possibly.
