yes, it is active, i know the theme is a little outdated (will be modernizing soon), but everything is operational. To get the 3 day trial, just sign up though paypal, and you will see the trial. If you don't like it, just cancel before the 3 days are up.

What about the free proxies list is it still reflecting the proxies from the paid subscription?

The free list pulls from the paid list, but the free list has not been updated in a while.

Only the paid list is updated every hour.

You will get a list of proxies that are verified to be live each hour. Right now there are between 500-700 working each hour.
