CPM network for SFW Image Host

What is a good cpm network for a brand new SFW image host? I've been searching for some,but all the ones I've found have a minimum requirement for traffic, so a new site won't be allowed. And others its against their tos to have the ads on a image host. I've tried trafficrevnue.net but their ads load to slow.
