If I am bidding on a URL that, according to Lead Impact, has 0 bids from competitors, is it necessarily a bad idea to lower my bid for the URL to $0.001? The only thing I could think of is that I would be beat by those targeting general keywords.

No, it's not a bad idea. Although there might be someone bidding higher than you on a variation of the URL. Always best to test.
